TRAINING MANUAL
ON RECYCLING CONTRACTS
PREPARED BY THE
NORTHEAST MARYLAND WASTE
DISPOSAL AUTHORITY
AND
THE MARYLAND ENVIRONMENTAL SERVICE
FOR THE MARYLAND RECYCLERS COALITION

INTRODUCTION
The Maryland Recyclers Coalition (MRC) is a nonprofit organization of public and private sector recyclers designed "to create a viable and sustainable recycling system for Maryland by decreasing the amount of waste that is disposed through waste prevention, reduction and reuse and by increasing the demand for recycled content products." The organization started in 1990 and now has more than 150 members.
In the Fall of 1996, MRC convened a series of meetings entitled, "You Want Me to Recycle What?," designed to bring public sector recycling officials and private sector processors of recyclables together to develop methods to increase recycling in Maryland. Craig Stuart-Paul of Resource Recovery of Maryland, Inc. was instrumental in organizing these meetings. The meetings fostered an increased understanding by each sector of the needs of the other and have generated potential projects to expand recycling.
One of those projects is to improve the contracting process for processing and marketing recyclable materials (especially mixed paper and other paper grades and mixed contain- ers). Public sector officials see a need for the private sector to understand the subtle nuances of public contracting and the private sector wants the public sector to under- stand the need to process materials while still generating a profit. The contracting process has included stories such as 50-page documents for minor amounts of recyclable materials.
As a result, MRC is offering this manual and training program to assist generators of recyclable materials in developing good contracts to process and market these materials. This will help avoid bid protests and litigation. Further, such contracts will involve some risk sharing and therefore be a contract that benefits both the seller and the buyer.
MRC completed an agreement with the Northeast Maryland Waste Disposal Authority to prepare this manual. The Authority has previous experience in developing training manuals, having developed the Buy Recycled Training Manual and accompanying training program. MRC thanks the Authority, particularly Robin Davidov, Executive Director and Deborah Young Skupien, former Special Counsel, for their assistance with this manual. Richard Keller, former Project Manager for the Authority and now Chief of Recycling for the Maryland Environmental Service (MES) was the primary author of the manual. MES completed the draft of this manual and conducted the first two training programs on contracts. The Maryland Environmental Service and Rainbow Eco Specialties developed the graphics for the manual. In addition, a cross section of public and private officials reviewed the document, including Bob Ernst (Harford County), Craig Stuart-Paul (now Fairfax Recycling) Bill Burroughs (Burroughs Consulting), Bill Mitchell (USA Waste), Tom Polk (formerly with the Maryland Department of Business and Economic Development), Valerie Androutsopoulos (Vangel Paper, Inc.) and Ben Marks (Rainbow Eco Specialties). MRC thanks them for their contributions in preparing the manual.
